Why .NET projects often get stuck
A .NET system rarely becomes a problem because of the language. It becomes a problem because it is pinned to a version that is no longer being developed, because nobody wants to touch the dependencies, and because every release is manual work.
Migration in steps: we move .NET Framework to current .NET – component by component, with a running system after each step. That is exactly how we modernised the TIPPTHEK backend without interrupting operations.
Linux and containers instead of a special case: current .NET runs cross-platform. That removes the tie to Windows Server and its licence costs – hosting on Linux containers is usually markedly cheaper.
Tests before rebuilding: where there are no tests, we pin the current behaviour down first. Without that net, every modernisation is a gamble.
New work too, not only old: for new services we use ASP.NET Core and Entity Framework Core – and we say plainly when Laravel would be the more pragmatic route for your case.

Survey it, do not guess
We read the code, measure the runtime and talk to the people who operate the system. The result is a list of risks, effort estimates and a recommendation on what you are better off not touching.
Pin the behaviour down
Before anything moves, we capture today's behaviour in tests. That is the difference between a migration and a bet.
Move in increments
Component by component onto current .NET, each with a running system and the option to stop. No cut-over date on which everything has to go right at once.
